Impact: Engaged with HHS CIO and deputies to formulate multi-million dollar cloud transformation initiative serving millions of Texans.
Legacy System Transformation & Mainframe Migration
Challenge: Critical mainframe systems at CPA and TxDMV needed modernization to distributed architectures, requiring migration of COBOL/Natural applications while maintaining zero downtime for revenue collection and vehicle registration.Delivered: • CPA: Migrated WAMO sales tax system to modern OpenShift/SpringBoot/ForgeRock stack with CI/CD pipelines (1 year). • TxDMV: Refactored large-scale mainframe to distributed server architecture, built new infrastructure from ground-up and other migration efforts (5 years).
Impact: CPA achieved successful migration maintaining service continuity. TxDMV delivered scalable, highly available distributed environment supporting complex registration, titling, and interface systems.
Enterprise Architecture & Portfolio Management
Challenge: DIR needed to manage Technology Strategy for 30+ Texas state agencies, requiring input based on decades of working closely with agencies in Texas.Delivered: As Solution Services Director (2 years), led team of Solution Architects, analyzed architecture and technology exception requests to identify strategy trends, reviewed industry direction and developed strategic initiatives, for the State of Texas. Before Strategy role, managed Texas.gov applications portfolio inheritance and cloud migration strategy (6 months).
Impact: Served the needs of Texas Agencies through trusted advisor relationships. Consistently converted strategic assessments into implementation projects. Stabilized inherited Texas.gov infrastructure and developed migration roadmap.
Database & Data Architecture
Challenge: HHS required design and implementation of Texas's largest public sector database (1000-entity architecture) from ground-up, plus team building, and achieving CMMI Level 3 certification.Delivered: Designed and built 1000-entity database architecture supporting public assistance systems, established multi-terabyte production environment, integrated database and development workflows. Led Database & Data Architecture, Build & Deployment, and Infrastructure teams (5.5 years total across multiple engagements).
Impact: System now supports mission-critical operations for millions of Texans. Built database teams, established best practices and procedures, achieved CMMI Level 3 certification.
